Abstract
The vast majority of Massachusetts’ constitutionally required indigent defense representation is provided not by staff public defenders but by bar advocates. Unlike the staff public defenders who are state employees, most bar advocates are in small or solo practices.
This system of counsel means that many lawyers at the front lines of guaranteeing counsel to those accused of crimes are practicing without adequate resources to care for themselves and their families.
