Abstract
Industrial firms that produce, process, use, or store hazardous substances also create hazardous wastes. The wastes are either stored and dealt with on-site, or routinely discharged off-site, or transported off-site for final disposal. In any case, these wastes create health risks for workers and community residents as well as threaten property and resources.
