Abstract

Look hard enough at a person and you're sure to find something he has done wrong. Focus on any group and you'll find wrongdoing among its members. We saw this last month with the arrests of hundreds of Middle Eastern visitors for routine immigration violations when they showed up to comply with a new regulation requiring them to register with the Immigration and Naturalization Service.
